Role:
Commercial and Compliance Lead
Location: Moor Row, Cumbria
Salary: Up to £55,000 per annum
Working Hours: Full time, 37.5 hours per week.
Reporting To: Commercial and Compliance Manager
Realise HR are working exclusively on behalf of our client to recruit a Commercial and Compliance Lead. This is a key role responsible for providing effective contractual, commercial and compliance support across projects, leading on all financial and contractual aspects of projects and commercial frameworks
Role overview
The purpose of the Commercial and Compliance Lead role is to provide effective contractual, commercial, and compliance support across projects, leading on all financial and contractual aspects of projects and commercial frameworks.
The role supports the delivery of compliant, commercially sound project outcomes by working closely with the Compliance Team, Project Leads, clients, suppliers, and delivery partners to provide contract administration oversight, monitor and manage contract costs and risks, support tendering and procurement activities, and contribute to efficient business operations.
You will be responsible for:
- Managing the financial and contractual aspects of projects including progress tracking and performance reporting.
- Managing client/project portals.
- Developing collaborative relationships with clients, delivery partners, suppliers, and key sector stakeholders for all contract and commercial activities.
- Inputting into bid management processes, including development of commercial responses and contractual reviews.
- Acting as a conduit between the Compliance and Operations arms of the business in support of project completion.
- Providing commercial and contract account management support for named clients.
- Cost estimation for contracts, including calculation of quantities, labour and time to prepare initial estimates and bills of quantities.
- Preparing tender packages, analysing contractor bids and setting up contracts with suppliers and subcontractors.
- Collaborating with Project Leads to prepare budget forecasts, monitor project cash flow, measure work completed, assess contractor applications for payment, and support interim valuations and final accounts.
- Utilising data management tools to track project performance metrics and report variance against baselines.
- Maintaining project risk registers, quantifying financial/schedule impacts of potential risks, and administering formal change control processes.
- Managing contract changes, variations/change notices, and claims in accordance with the relevant contract frameworks, for example NEC, JCT and FIDIC.
- Monitoring and reporting on project KPIs.
- Managing the use of CEMAR to support contract and commercial management activities.
- Supporting weekly timesheet, forecasting, EAC and Purchase Order/Contract processes.
- Supporting management of the Job Book, a tracker summarising the relevant project contracts.
- Managing and supporting the supplier and subcontractor processes.
- Providing general support to members of the Compliance Team.

You will have excellent interpersonal and communication skills, alongside excellent organisational and leadership skills.
You will demonstrate commercial acumen and sound business judgement, with excellent financial and analytical skills. You will be able to present complex data simply and will be a problem solver who can balance a strategic view with attention to detail.

What you’ll bring:
- A degree or HNC/HND in quantity surveying, commercial management or a closely related discipline.
- Significant and demonstrable experience in quantity surveying and/or commercial and contract management, with evidence of where you have supported the successful delivery of projects and contracts.
- Demonstrable knowledge of forms of contract, contract management, project management and the health and safety legal and general compliance framework underpinning successful project delivery.
- Experience of developing and working within commercial and project management systems and processes, including systems such as CEMAR.
- Evidence of working with outsourced and/or collaboration partners and managing others.
- Evidence of addressing complex client and business needs.
- Broad knowledge of working with IT systems such as Microsoft Office, databases and supplier portals.
- Excellent interpersonal and communication skills.

- Demonstrable commercial acumen and business judgement.
- Excellent financial and analytical skills.
